The IJCC Enabling Phase serves as the critical bridge between project planning and major construction activities. Through a series of phased renovations and relocations within the Historic Courthouse and related facilities, Milwaukee County departments will be moved into updated spaces that support ongoing operations while creating capacity for future courthouse development. The work includes demolition, renovations, MEPFP modifications, security enhancements, IT/AV infrastructure, furniture installation, activation planning, and coordinated departmental moves. Extensive transition management, stakeholder engagement, and operational readiness efforts are included to ensure uninterrupted public services throughout implementation.
